The takeawayArjun is included for Year 4 Character Pass and Ultimate Pass owners, or can be acquired individually with Fighter Coins.

Who gets the new fighter

Capcom announced Arjun as available on October 13, identifying him as Street Fighter 6’s second Year 4 character. Owners of the Year 4 Character Pass or Year 4 Ultimate Pass receive him through those passes; individual acquisition uses Fighter Coins.

The announcement also points to Arjun’s story in Arcade mode. It does not publish a tournament-tier judgment or a complete frame-data analysis.

The update includes more than the roster

Avatar Arcade mode receives updates, with rewards available through Battle Tour. C. Viper’s Outfit 4 is also part of the release announcement.

These additions serve different interests: roster access for competitive players, character story material for Arcade players, and separate progression or cosmetic content. Check which part you want before assuming every item belongs to the same entitlement.

Our analysis: check the entitlement before the tier list

The immediate practical question is whether you already own the relevant Year 4 pass. If you do, the release post says the character is added automatically; an individual Fighter Coin purchase would be a different route to the same fighter. The brief does not state a coin amount or say every announced cosmetic is bundled with him.

For learning, separate three questions: can you access Arjun, do you want to follow his Arcade story, and what evidence would justify changing your competitive plans? Those goals need different information. The launch notice answers access and points to a story route; it does not replace a move-by-move guide. Treat early advice as a starting hypothesis, then check which situations it covers rather than adopting a universal ranking from a short release announcement.
